Preceding Information about freight, bringing into the area of the Customs Union (Russian Federation, Republic of Belarus)

According to the September 17, 2013 Resolution No.196 of the Eurasian Economic Commission, starting from the 1st of October 2014, bringing freight into the area of the Customs Union (Russian Federation, Republic of Belarus) by the rail transport, the carrier must provide preceding information in electronic form about the imported goods to the Customs Union customs authorities. OJSC "Российские железные дороги" and the Belarusian Railways informed the border railways that the freight will be brought into the customs territory of the Union only after the fulfillment of the specified requirements. In the purpose to obtain the data necessary OJSC "Российские железные дороги" and the Belarusian Railways closed an agreement with SJSC "Latvijas dzelzceļš" about the procedure of preceding information in electronic form about freight to be moved over the Latvian border to the direction of the Republic of Belarus and the Russian Federation. According to the 4th of September 2014 Resolution of the Board of Directors of SJSC "Latvijas dzelzceļš" No.PP-23/361 "About Providing Preceding Information," obligation to provide preceding information in electronic form, through LDZ existing freight movement management information system (hereinafter - the system KPS), has been assigned to Ltd. "LDZ CARGO."

Ltd. "LDZ CARGO" informs that starting from the 30th of September 2014 8 o’clock in the morning freight moved in the direction of the Republic of Belarus and the Russian Federation (including transit through these territories) will be accepted only after receiving the preceding information in electronic form. The amount of the preceding information is specified in agreements mentioned above and includes information from SMGS consignment note, invoice, bill and packaging page. Information in the KPS system can be entered both by the client himself and by another person on the behalf of a client who is connected to the system KPS. Connection to the system is on the basis of the agreement concluded with Ltd. "LDZ CARGO." The agreement is available in electronic form on the website ( ldzcargo.ldz.lv ) or at the freight forwarding railway station cargo terminal goods pay office. Customer signed original of the contract in duplicate shall be submitted at the cargo terminal goods pay office. Upon receipt of the customer's signed contract, Ltd. "LDZ CARGO" provides a connection for the client to the KPS system; one copy of the both parties signed contract's original is sent to the clients address specified in the contract. The use of the KPS system based on the closed contract is free of charge.

If the client is not connected to the KPS system, the data needed for the preceding information about the client loads in the KPS system can be entered by the employees of Ltd. "LDZ CARGO" freight terminal goods pay office. For this purpose, the customer is required to hand in an application for the preceding information application for the preceding information (completing explanations can be found here) at the freight terminal goods pay office.
